About Our Panel


Anne Gibson  

Since early 2001, Anne Gibson, MBA, CFP® has owned and operated Gibson Financial Solutions LLC, Eastern Maine’s only fee-only financial planning and investment advisory firm and NAPFA registered advisor. She currently manages approximately $45 million in assets for nearly 100 families and provides consulting on an hourly basis for many others. She began her career in 1983 in Bangor as a Trust Officer and worked for Bar Harbor Banking & Trust Company from 1988 through 2000 before starting her own practice.

Carroll Harper  

Carroll Harper is President of Carroll Harper and Associates, Inc., an independent long term care insruance brokerage agency representing many of the top long term care insurance companies. Mr. Harper began his career in 1975 with a focus on the senior market. He is author of numerous local and national long term care insurance articles and has authored and co-authored several long term care insurance textbooks. He has been a presenter for the Maine Bar Association and provides contractual analysis for estate and elder law attorneys. He has also authored and instructed several long term care insurance courses for insurance producers, attorneys, and accountants.

Highly respected in the elder law and estate planning field, Mr. Harper brings over three decades of experience in this highly complex and challenging market. He has personally serviced long term care insurance claims totaling in the millions of dollars. He has authored legislation and provided testimony on numerous legislative issues concerning both long term care insurance and Medicare products. Mr. Harper is a member of the National Association of Insurance and Financial Advisors, past President of the Maine Assocaition of Health Underwriters and The American Association of Long Term Care Insurance.


Roberta Kuriloff  

Roberta S. Kuriloff, Attorney and Counselor-at-Law, is admitted to practice in both Maine and Connecticut. She received her B.A. from Hunter College of New York in 1973, and her J.D. from Boston College Law School in 1976. She is a member of the National Network of Estate Planning Attorneys, the National Academy of Elder Law Attorneys, the Maine Bar Association, and the American Bar Association.

Ms. Kuriloff completed the Esperti-Peterson Institute's program on Advanced Studies for Estate and Wealth Planning. She is also a Fellow of the Legacy Builders Institute, a national not-for-profit organization dedicated to the goals of leaving a meaningful legacy. The institute supports professionals in becoming a community resource for helping families and communities preserve their heritage and perpetuate their legacy.
She teaches organizations and groups about various estate planning issues. She has presented numerous seminars for the public and professional advisors on Medicaid and nursing home concerns, basic and advanced estate planning, including seminars on charitable giving, retirement planning and business succession planning.

A hospice patient-volunteer and Past President of Hospice of Hancock County, Ms. Kuriloff is also a workshop trainer in the hospice volunteer training program. She was a founder of The Next Step Domestic Violence Project and a past Board President, as well as past President of Faith in Action Community Connection, an organization that offers free services to elderly and disabled residents in Hancock County, Maine, so that they may live independently, with dignity, and a strong quality of life.

David Hawkes  

David Hawkes, CPA, has 39 years' extensive experience in corporate, individual, and estate tax and financial planning, practicing within a small accounting firm in Ellsworth for the past 23 years, specializing in tax and related planning matters. He holds a B.S. in accounting from Thomas College in Waterville, Maine, and an M.B.A. from Babson College in Wellesley, Massachusets.

Mr. Hawkes is the founder of Hawkes and Quirk LLC in Ellsworth. Prior to establishing this firm, David worked with national and local firms, including Price Waterhouse & Co. in Boston, Ernst & Ernst in Portland, and Brooks & Carter in Bangor. He is a member of the American Institute of CPAs, the Maine Society of CPAs, the National Association of Accountants, and the Financial Planning Association, and he frequently lectures in his area of expertise.
